  16. Known as "Dapper Dan" for his waxed mustache and sporty capes,
  17. the Democrat was a powerful gatekeeper to federal loans and
  18. aid money as chairman of a key House Appropriations subcommittee.
  19. His 32-year career came to an ignominious halt in 1980 after
  20. prosecutors accused him of taking bribes. He resigned and spent
  21. the last 14 years of his life in virtual seclusion.
